Brussels, 20 December

Pearle*-Live Performance Europe and the European Festivals Association (EFA) are launching a new edition of their Ultimate Cookbooks for Cultural Managers to support live performance professionals in navigating employment and immigration rules for third-country national artists and cultural professionals working temporarily in the EU.

The Ultimate Cookbook for Cultural Managers: Third-Country National Artists Working in the EU unravels the complex patchwork of immigration rules across EU Member States. While  European legislation provides a framework applicable  to all Member States, many countries apply specific requirements for non-EU nationals. These disparities create significant administrative burdens, especially for touring artists moving between several EU countries in a single trip.

This latest edition of the Cookbooks is part of a larger series designed to support cultural professionals by clarifying the impact of EU policies, regulations and legislation on the daily work of their organisations. Featuring practical tips, case studies and concise guidance, this series promotes cross-border mobility and cultural cooperation. All previous booklets and infographics are available to download in the Pearle* Resource Centre and the EFA Publications.

The Cookbooks are developed as part of the ongoing Pearle*/EFA cooperation under the Revealing the Alliance project supported by Creative Europe. This fruitful partnership will continue under EFA’s new Care for Share Alliance grant that will run from 2025 to 2028.

The European Festivals Association (EFA) is a community dedicated to the arts, the artists and the audiences. EFA’s main role in the permanently developing world of digitisation and globalisation is to connect festival makers to inform, inspire and enrich the festival landscape in Europe and beyond. In this perspective, EFA is a festivals’ service, knowledge and training provider; the oldest cultural network of European festivals set up in 1952. EFA bridges the distance between individuals, organisations and all kinds of stakeholders around festival making and creates connections to raise mutual inspiration, influence and confrontation internationally.

Revealing the Alliance – Step 1 2 3 is the Creative Europe Network programme of the European Festivals Association (EFA) that runs from 2022 to 2024. The support for the production of this publication does not constitute an endorsement of the contents, which reflect the views only of the authors and doesn’t engage the responsibility of the European Commission for any use which may be made of the information contained therein.
