    Pearle - EFA partnership, in context of RISE project funded under Creative Europe programme

    CAPACITY BUILDING IN THE CONTEXT OF INTERNATIONALISATION, CROSS-BORDER COOPERATION AND MOBILITY The European Festival Association (EFA) and Pearle*-Live Performance Europe have teamed up to improve knowledge on legal and managerial aspects on cross-border cooperation. In a series of 2,5 hour seminars or workshops spread over a period of more than 2 years a wide range of issues which either have a cross-border dimension or of common interest to many cultural managers across Europe, will be organised. A typical seminar or workshop will include the involvement of a legal expert other, the presentation of a case and a lot of interaction and exchange. Participants will be invited in advance to bring their questions along, so that at the end of the session they will have acquired knowledge and insight to tackle their case. After every session a report will be drafted which will be at the disposal for anyone interested, but could not take part in the workshop. This way a knowledge centre will be built up of experts input, including description of cases and good practice examples. Knowledge and access to information is key. With a lot of expertise available in the sector and in the members organisations and having access to experts in specific areas, international collaboration can be enhanced through training, exchange amongst peers, and through a practical and solution-oriented approach. EFA and PEARLE members are invited to make proposals for topics to the steering committee. Depending on the issues raised, further in-depth research or articles on a specific subject from experts may be added. Articles can cover legal or managerial questions related to mobility (such as taxation, VAT, visas), access to audiences, financing and entrepreneurship. In addition EFA and PEARLE members will be offered access to a series of easy reading booklets (supported by an online animation) will be produced which will provide access to information on the relationship between the daily management and the regulatory framework.

    Pearle partner in a new European theatre technician project TALQ

    We are happy to announce that on 7th September the partners of the TALQ project kicked off with their first partner meeting! The project TALQ (Transparency in Art Levels and Qualificationsis) managed by Accademia Teatro alla Scala in Milan and involves 3 key partners: employers (Pearle*), unions (UNI-MEI) and professional associations (STEPP). It is supported by Erasmus+ programme and it will last until December 2017. The TALQ project involves a research activity to map national qualifications and certificates to ESCO-based international profiles. It will identify and test possible procedures, approaches and quality criteria which are shared and applicable across Europe. Three occupations in the field of lighting will serve as a test case to explore to which extent these three potential European core profiles can be based on ESCO occupational profiles and related to the European Qualifications Framework (EQF). The profiles selected for this project belong to the international ISCO 08 / 3435 / Artistic and cultural associate professionals not elsewhere classified. In the European ESCO framework it concerns: lighting technician lighting operator lighting designer Concretely, the outcomes of the TALQ project include exhaustive mapping in at least 10 eligible countries, starting from a quick scan of the whole EU. TALQ will search and analyze the contents and structures of existing training and formal education systems, matching them with information on the labor market and qualifications and mapping them in relation to the ESCO competences of the chosen profiles. The process of defining the EQF level will be based on the work of a group of experts chosen by the three project partners and will use a quantitative as well as a qualitative approach to reach consensus. Moreover, TALQ will take advantage of the research to develop a common set of quality assurance principles and quality criteria for the assessment, validation and award of qualifications procedure.     PRACTICS is a 3-year project coordinated by the Finnish Theatre Information Centre which joined forces with ten other cultural organisations from six EU-countries with the aim to facilitate the provision of information about EU cross-border mobility in the cultural sector. The project will develop so-called PRACTICS Infopoints which are conceived as "EU Cultural Mobility Contact Points" and piloted in four EU-countries: Belgium, Spain, Wales and the Netherlands. Their task will be to offer relevant and user-friendly information to: - foreign cultural workers who want to work in the countries in which the PRACTICS Infopoints are based. - national cultural workers who want to work in another EU-country.     TTT in EU - Leonardo project 2003-2006

    Theatre Technical Training in the European Union Theatre technicians do their work behind the screens. They are 'invisible' for the audience, but as necessary as the performers and musicians on stage. The scope of the profession of a theatre technician is very broad. It goes from the more from technical and technological oriented professions (e.g. in the field of stage management, or light and sound) to professions encompassing real craftsmanship (such as costume and wig makers, props, ) and professions with a great amount of creativity (in stage, light or set designing)...

    LPT in EU

    In following up the theatre technician training (TTT in EU)-project, funded through the Leonardo programme, wich finished in autumn 2007, partners continued their work in the Live Performance Technics (LPT in EU) project in 2008. The Live Performance Technics project aims to widen the scope to other technical professions, including the use of a dictionary, enlarging the scope of competence analysis tool by integrating another ICT-medium, and thus creating a tool that can be used for different purposes both by the individual, supervising managers, employers, and also in education.

    Feasibility study on the set up of EU skills Councils in the audiovisual and live performance sector

    Throughout 2012, Pearle, together with the other social partners in the audiovisual and live performance sectors, is conducting a research on the feasibility of creating European sector councils on employment and skills. In various Member States, national and/or transversal sectoral skills councils or equivalent bodies have been set up to look at the quantitative and qualitative trends on the labour market and the related evolution of skills needs. The project aims to define and assess the potential scope and nature of information exchange among skill bodies and education & training providers on the European level. This feasibility study is made possible within the framework of the European Union, with the European Commission emphasising the potential role of the European sector skills councils in improving the quality and efficiency of vocational education and training as well as its attractiveness and relevance by strengthening the anticipation of skills and competences development. The project is divided into three phases. During the first phase, various sectoral skills council bodies and education & training providers are identified and mapped. Phase two will consist of study visits to 12 Member States, where there will be contact meetings and interviews with the mapped organisations, to assess their interest in participation. In the final phase, an evaluation report will be prepared, that will conclude with a formal decision whether or not to go ahead with the setting-up of a European Sector Skills Council.

    Capacity building project - social dialogue in the live performance sector

    Between December 2011 until December 2012, Pearle is running a project on "social dialogue in the live performance sector in the EU. Strengthening capacities of national employers organisations in the EU and candidate countries to support a sustainable environment for European sectoral social dialogue." The project is supported by the European Commission, under the DG Budget line 'industrial relations". The project will allow to highlight the role of employers organisations in the overall policy objectives of employment, growth and sustainable development. A leaflet explains the objectives and activities. A brochure presents the European social dialogue in the live performance sector and the role of employers associations.

    Developing a European Online Interactive Risk Assessment Tool (OiRA) for the use of touring producti

    The social partners in the European Sectoral Social Dialogue Committee on Live Performance have been engaged in an active exchange on risk assessment norms and practices in the sector since 2009. This has involved an ongoing exchange of good practice between employer and worker representatives, as well close communication with the Bilbao Agency on Occupational Health and Safety regarding their Risk Assessment campaign 2008 and 2009 and their ongoing work in facilitating the development of Online Interactive Risk Assessment Tools (OiRA Project). The project will aim to provide a tool, for risk assessment in the Live Performance sector in Europe. This will help to deliver risk assessment in general and provide a solid basis for future national work to refine and improve the tool for direct national use in the various EU Member States. It will also serve as a resource in countries beyond the EU, in particular candidate countries and neighbouring countries. The Live Performance sector encompasses workplaces with such a diversity of elements to be considered in relation to occupational health and safety, that they can prove an enormous challenge. When one considers the technical elements in relation to set, rigging and stage; the stunts and performances on the stage; the chemical and hazardous substances that may be used in special effects; frequent high noise levels and the presence of an audience, it is clear that special, sector-specific risk assessment approaches are vitally necessary. It is for this reason, that highly comprehensive and structured risk assessment approaches to production in the sector have been developed at national level in many countries and there is a range of good practice to draw upon. The European Social partners are convinced of the utility of using this experience to craft a European IRAT, which will serve as a useful bridge in the context of touring, where national approaches to risk assessment may differ, due to specific regulations at national, regional and even local level. It will also make the expertise available in this area easily accessible and user-friendly in a format that will be of direct use to employers and workers in the sector who wish to develop their practice in this area. It will therefore result in a tool which is based upon the European health and safety legislation. Users would still need to check specific national, regional or local regulations. The project starts with the appointment of an expert to work on the content development. The call is attached. Applications are due mid-January 2013. This project receives the support of the European Commission.

    Online Interactive Risk Assessment tool for the live performance sector

    On March 1st, the project kicked of with a first meeting of the steering committee and the external expert. In the coming months the expert will develop along the main agreed modules which will go in the online tool, the content for the analysis of risks. Once completed, the tool shall provide a basic structure for risk assessment in the live performance sector and shall help in particular touring productions in Europe.

    Polifonia (Erasmus network for Music)

    Since its launch in 2004, the ERASMUS Network for Music ‘Polifonia’ has proactively addressed European higher education policy issues from the perspective of higher music education (HME). In its third cycle, the current 3-year project (2011-2014)comprises of five working groups, each of which has been designed to be coherent internally but also complementary to others. Pearle* is part of working group 4, ‘Educating for Entrepreneurship’, that brings together representatives of higher music education institutions and professional music organisations. It aims to: •explore innovative, “entrepreneurial” ways of structuring music-making across Europe •determine the shared skills and competencies this entails •map existing approaches to such training in conservatoires •provide guidelines and appropriate training for higher music education institutions and the profession

    Follow-up project OIRA Tool for the Live Performance Sector: maximising its visibility and use

    In their previous project “Developing a European Interactive Risk Assessment Tool (IRAT) for use in the Live Performance Sector” the European social partners successfully developed and completed an OIRA tool for the sector. The primary aim of that joint action was to provide a tool for risk assessment in the Live Performance sector in Europe. The Live Performance sector encompasses artistic productions and workplaces with such a diversity of elements to be considered in relation to occupational health and safety, that they can prove an enormous challenge. It is clear that special, sector-specific risk assessment approaches are vitally necessary. The production and finalisation of the OIRA tool was a very ambitious undertaking given the complexity of the productions and workplaces in the sector and the resulting massive range of risks to be taken into consideration. The social partners are absolutely committed to undertaking a second (and final project) to maximise its visibility and potential impact on working practices in the sector. The follow-up project starts in January 2015, of which the primary aims are to refine and review the OIRA tool so that it is more responsive to the needs of direct users, and to promote it and maximize its visibility and use in the sector across Europe. This project will seek to ensure that the European OIRA tool is tailored to meet the needs and expectations of different potential users and that it becomes a known and visible tool and reference in the European Live Performance Sector. The project is expected to be finished mid-2016.

    European Sector Skills Council

    In 2011/2012 the European social partners in the audiovisual and live performance sectors carried out an EU-funded feasibility study on the creation of a European Sector Council on Employment and Skills in the Audiovisual and Live Performance Sectors. The study identified seventeen national sector skills councils or equivalent bodies in ten EU countries at different stages of their development and presenting different governing and functioning structures. Because of the strong interest in strengthening European co-operation expressed by a majority of the national stakeholders consulted, the study recommended the establishment of a European Sector Skills Council in the Audiovisual and Live Performance sectors composed of the relevant national bodies identified and steered by the European social partners. European social partners in both EU Social Dialogue Committees (SDCAV, SDCLP) agreed to establish a European Sectors Skills Council in the future. This project runs from mid-2014 until the end of 2015. In its first phase of existence the European Sector Skills Council will meet three times with the objective of agreeing on its functioning and long-term work plan and preparing data-driven reports on employment and skills on the basis of existing intelligence in their sector and of formulating policy recommendations. In addition, two regionally-focused capacity building workshops will allow for additional exchange of good practice targeting organisations in Central, Eastern and Southern Europe where employment and skills discussions as well as data collection are not yet fully developed. Through these activities the Council will aim at providing more and better sectoral employment and skills intelligence, and at contributing to the development of sectoral skills governance and policies at national and European levels. The European Skills Council in the Audiovisual and Live Performance Sectors will finally be a genuine European platform for the development of future joint sectoral skills projects.

    Online interactive risk assessment tool for productions and performances

    The European social partner project to develop and promote Online Interactive Risk Assessment in the Live Performance Sector has reached its close. With the support of the EU-OSHA Agency, the sectoral social partners Pearle*-Live Performance Europe and EAEA (composed of FIM, FIA and UNI-MEI) have launched two risk assessment tools: one for Productions and one for Venues. Watch the introductory video here. The tools are accessible anonymously and free of charge. They are accessible at any time, a risk assessment can be interrupted and continued at a later date, at the user’s convenience. Furthermore, they can be used on portable devices, which is practical. The two OiRA tools for the Live Performance sector have been developed to give a roadmap to the live performance sector to address the challenges that exist to make fit European health and safety legislation with addressing risks in venues and productions, to consider implementing policies, taking measures and adopting approaches that go beyond the common sense practice. It also helps to support careful consideration of the aspects of the work that require safety management and helps to protect those working in this intensely varied and busy environment.
